DESCRIPTION: Yin was in boat moored to eastbound 6-10 Franklin Ave exit ramp. Owner left to help sick passengers to dome. When he returned both dog and boat were gone. Yin had been shaved down but coat was starting to grow back at time of storm. had hair loss on tail. Very friendly.
