Howie is a short, chubby chocolate chihuahua and poodle mix. He is an intact male with one testicle, wiry hair, and a gray nose. He was last seen at a trailer park in Northeast New Orleans on August 28, 2005 when the owner had to evacuate before Katrina hit.
